Your VOIP connection will work regardless of your login status. This means that you will be able to make calls and receive calls even when you are not logged in. Traffic will only be counted when you are logged in.
Any VOIP provider can be used, including GoogleTalk. Skype will unfortunately not work.

About VOIP
Voice over Internet Protocol (VoIP) is making telephone calls through the internet. You can make calls to anywhere in the world for rates much lower (a few cents) then with your landline or mobile. Most VOIP providers can also give you a dial-in number where family/friends/clients will be able to call you in their own country. A client will ring your local New York number and the phone will ring on your desk in Bali.
